The Minnesota Literacy Council (MLC) is developing the Learning Plans that new-to-broadband youth and adults in all project sites will use to become digitally literate, develop access to broadband services and learn about career pathways opportunities available in their local communities. MLC and its partner the St. Paul Community Literacy Consortium have extensive experience developing Learning Plans for the Learner Web.  The digital literacy and broadband consumer education learning plans will be available in both English and Spanish. Learners will be assisted as needed by tutors who will also be trained by Learner Web — the tutor-training Learning Plans will be developed by another project partner, ProLiteracy Worldwide.
